In the Cuban context, the management of the business system is the most accurate and with the greatest capacity to contribute to the pressing need to improve competitiveness and to provide effective solutions to the most pressing problems of society with higher quality and lower costs.

To achieve what is considered quality understood as: A set of inherent characteristics of a product that meet the requirements of a client, the systemic integration of all the elements in line with the objectives of the organization is necessary, works in accordance with the policies previously drawn by the highest management of the organization, so it requires a high knowledge on how to manage quality in all processes, which in one way or another finally taxed this.

In this environment, the Superior Management Organization of Gelma, has before it the challenge of implementing a quality management system in correspondence with what establishes the specific objective No.35 of the Integrated Strategic Management until 2022 that establishes "Continue enhancing and advancing in the quality management system that corresponds to the established norms and the current exigencies of the external and internal clients ", it expresses the need to offer products and services that satisfy the expectations of the clients, since the Quality management system allows directing and controlling the organizations that leads to said satisfaction.

From the work developed in the period between November 2018 and February 2019 and making a preliminary diagnosis based on participatory observation techniques and document review, the following aspects have been detected:

  1. Existence of a regulatory basis that up to now constitutes the OSDE Quality Management System, which can be improved in accordance with the provisions of ISO 9001: 2015.
  2. Need to enhance the leadership of the main managers to ensure compliance with the phases and stages of implementation schedules.
  3. Lack of training in essential aspects for the performance of managers and specialists.
  4. The change of structure through which the organization has moved and the failure to adopt the measures conveniently led to the loss of the status of certificates of several companies, which in some cases are UEB eg Agricultural Workshops Company. Among others.

From the results that the diagnosis made, the following actions were drawn up as projections for the work:

  1. Design training actions with the main executives of the business system that guarantee the leadership of the same in the process of implementation of the management systems.
  2. Diagnose the current status of the OSDE and its business system, based on the existing regulatory base (compendium of governing documents, operating manual, internal rules, procedures) so as to allow the objective implementation of the management systems that enable its certification .
  3. Prepare a schedule for the implementation of the management system in the OSDE, in compliance with the specific objectives of the development and investment management for the year 2019.

Today we can affirm that quality is a process of continuous improvement, which begins with EDUCATION and ends with EDUCATION, we are able to face an offensive strategy with firm steps to achieve it to the maximum.
